Venice has flooded — the water is so high gondolas can't pass under the bridges. The ancient manuscripts, precious books, priceless art — all are threatened by rising waters. All over the world, shores are eroding, islands washing away, tides getting higher and more destructive than ever. And our government is proposing to use $130 million of our tax dollars to build a new art gallery, located on the waterfront. What is wrong with this picture?
