Anger expressed after RECC visitors fill health care centre parking lot to capacity

TRURO - A man who travelled for more than four hours to visit a dying relative was forced to park at Walmart Saturday night because the parking lot at the Truro hospital was full.

Doctors, hospital staff and other visitors were also adversely affected with parking issues created by the opening-night crowds at the Rath EastLink Community Centre (RECC), said a spokesperson, who described the situation as "very concerning."

"We are aware of situations where visitors were held up or not given priority access as planned and where staff and physicians were late for shifts or unable to get to the site quickly, because they could not get through the traffic or find parking," said Krista Wood, spokeswoman for the Colchester East Hants Health Authority, of the traffic situation that developed Saturday night for the Bearcats opening game at the new arena.

"This is very concerning and we have a meeting booked for tomorrow (Tuesday) afternoon with our parking committee to discuss these concerns and solutions."

When the hospital site was selected, Wood said, "the civic centre was not yet planned, and since their site was announced our teams have had ongoing discussions to try and proactively plan for parking."

The health authority has an agreement with the RECC to allow for overflow parking a number of times a year during major events, she said.

The agreement stipulates that overflow parking is only to occur during non-peak times (weekends and evenings) and that patients, visitors and staff "must have priority over event goers" and no overflow parking is to be permitted in the emergency lot.

"RECC visitors were originally directed to our large public lot and once there were only 30-40 spaces remaining, we closed that lot to those attending the hockey game to ensure spaces were held for patients and the visitors," Wood said. "Event goers were then redirected to our large staff lot, again, reserving spaces for staff. Once that lot reached the allowable capacity we closed our lots to all event goers," Wood said.

Truro resident Walter McLean, who was visiting a dying friend on Saturday night, expressed outright frustration and anger at the situation when the man's nephew arrived from Yarmouth and was unable to find a parking spot. The man eventually made his way to the Walmart parking lot and walked to the hospital. His uncle subsequently died on Sunday.

"I was severely pissed," McLean said. "We've got a beautiful new hospital and a beautiful new rec centre right beside it and this shouldn't happen."

McLean said the nephew arrived at the hospital around 8:20 p.m. only to find the entire parking lot full.

"He could not get a parking space other than for handicapped and he wouldn't park there because he respects the laws," McLean said.

"He was ticked. Why should he have to park way the heck over there, (with) his uncle in the hospital dying? I mean great big parking lots and the parking lots (used) for hockey fans. If they don't have a big enough parking lot for Rath Eastlink Community Centre, they should build a bigger parking lot."

Beyond today's meeting, Wood said the health authority will also be following up with the RECC officials and local law enforcement to discuss ways to help avoid future issues, including whether they can provide additional security and direct traffic to enter from the opposite end of Abenaki Road.

"There are many benefits for our communities that are offered by the RECC and there are many benefits to being neighbours," she said. "This is a learning period and we are confident that we work with them to find ways to avoid future situations like these."

    This is totally absurd. My wife is an RN in Truro, I picked her up from work the other night after waiting extra time to even get to the door and nearly hit some people who were absent-minding wandering through the street from the hospital to the bearcats game. What's worse is that this is an apparent agreement that the hospital made. The solution for the hospital is simple...a sign stating that "parking is for hospital patients, visitors and staff only, all others will be towed at their own expense". Done! Let the morons who decided to build a civic centre parking lot that can accommodate only a third of the seating capacity enjoy the results of their inability to plan. This sort of parking plan may work in Halifax (or even Kentville, Windsor, New Minas, etc) where half of the spectators are likely to use public transit because they, unlike us, all have it. Oh, and they're all substantially smaller communities than Truro.

      This is what happens when we elect stupid people to do simple things. There is little room for parking I have the answer put up our taxes more and buy land near the rink for more parking. we will always pay more taxes to help cover up elected people's mistakes. the rink should have never been built we can't afford it. The new hospital will now have to pay some one to police the parking lot.

    Yeah, blame the town, John Stanfield and many others for this problem. The RECC centre building process has been a debacle and the parking issue was known from the beginning yet nothing done. They should have built it at the Power Centre but the Mayor and others seem to have issues with the reserve. This was a poorly managed and executed project.

    This is just one of the many issues the RECC faced before construction even started! Why are you surprised?! The decisions were made, some will say they were right some will disagree. I say actions speak louder than words and right now, the parking is just the beginning! I've heard other things have gone wrong, but those are rumours, other issues will become apparent...that will be the truth speaking loud and clear!

    Not only should the centre improve their parking but the entrance should not be directly across from the hospital.So that evening doctors and nurses were unable to get to work in a timely matter because of the traffic which affects patient care,im curious what was the plan for emergency vehicles to get through that mess.

    It's a shame that we built such a beautiful facility without any "real thought" going into the parking lot.....or lack there of! If some one tried to get a building permit to build something with parking for only 1/5 of its capacity they would be denied a building permit and rightfully so. This situation needs addressed ASAP and thus prevent our new RECC from getting a "black eye" over the lack of parking!!!

    I've had to go to the new hospital BEFORE the civic centre opened and had trouble finding a parking space at the new hospital..... apparently both the Civic center and the new Hospital both have postage stamp sized parking lots.... I was really surprised and upset about this.... and the fact that patrons of the Civic centre are taking up parking for people needing care / visitors to patients of the hospital is pretty upsetting too. I feel bad for the gentleman who had to park at the Wal-Mart.

    So... we are now to use the Walmart as plan b for parking. What happens when Walmart decides to "police" who parks there? Do we then have to park at Kents? I don't think so Jack!! Irving won't be long capitalizing on this profit situation. Wait I have a solution .....park at the Stadium and grease the telephone lines all the way to RECC!!!

      all the answers ??? I'm not sure ...but what they did have was a endless pit of taxpayers money for the project and it appears based on 1st year 3/4 million loss , more of our money ?

    why dosn'T some rich person build a parkaide on the back side of the rink where the car pool lot is , and if PCL would get some of there machines out of the parking lot there would atleast be another 100 to 150 parking spots

    No real surprise here whatsoever. I've made my voice clear from the beginning that this Government make work project will be a total disaster, ridden with problems and end up being just another drain on the purse of the non-using tax payer; exactly like the vast majority of examples where government interferes in business or filling the perceived "needs" of the gullible, now broke, public simply to fill short term propaganda purposes by the sitting governments of the day. The collectivist public schooling industry is another fabulous example of government failure, like the bailouts and continual narrow minded politiking to "create" jobs. I can imagine all those people that were formerly a member of the NSCC or Scotia Pool are also irate at this issue and many more. If I were this fellow, I'd most definitely get a lawyer and sue as they knew this would be a logical problem before even breaking ground in the first place...

    Driving by the Rath Eastlink Centre many times, it occurred to me that parking seemed quite limited. Hmmm, I'd use this opportunity as a money maker for the hospital and charge event goers twice the rate that hospital visitors do, and why not? Event goers would be shelling out lots of money for even tickets, food/booze at the event, accommodations, so why not nail them with higher parking rates? If they had to pay $5 to park for the event, more of them would park at Walmart, the hospital would make more money, and the hospital's lot would be less packed.

    it's because they refuse to place anything in the power centre.where there is more room. and could have built a lot cheaper.now its all jammed in that little corner .

      chief are you surprised nobody wants to be up in the power centre, i mean really are you surprised, where do the tax dollars spent up there go? right back into our community right, NO back to over ripe band council, i agree the parking is horrible but giving more money to select minorities is not going to help anyone but them

    They knew this would be a problem....yet did nothing about it. Just build this white elephant and start sucking from the taxpayers. And while you are doing that, destroy small community rec facilities.     This is ridiculous...all that money spent on that arena, and a postage stamp for a parking lot. I wondered how that was going to work just driving by you can tell that the parking is inadequate for that building. Why should the hospital have to take the overflow? Like the gentleman said...build a bigger parking lot!!!

    Wow,this is absolutely awful.What a disgrace that anyone trying to get to the hospital would have to park at walmart,and WALK to the hospital,because there were no spots available.That never should have happened.
