Leadership lacking

As a volunteer for the Brookfield Elks junior B hockey team, that is a feeder team for the junior A Bearcats, I can only hope the junior B league has stronger leadership than the junior As.
Volunteers and minor officials are hard to find and decisions like the one made in Harold Barkhouse's incident only makes it that much more difficult.
In my opinion it is unacceptable for any league to not reprimand any incident that happens with players, minor officials or volunteers.
I was at the game and I saw what happened.
