Balefill cell liner contract awarded

TRURO – S.W. Weeks Construction has been awarded the contract to construct a new balefill cell liner at the Colchester Landfill facility.

The $2.7 million bid offered by the New Glasgow company was the lowest of nine submissions received by the municipality.

Ian Sinclair Contracting of Salmon River had the second lowest bid but was $10,191 higher than the submission from Weeks.

Councillor Lloyd Gibbs questioned why the municipality would not have selected the local contractor, over one from outside the county, given the closeness of the two bids on a contract of almost $3 million.

“I personally totally disagree with this,” he said. “For the sake of $10,000, I’d like to see it kept within the county.”

Gibbs was informed, however, that the municipality’s procurement policy dictates it must select the lowest bid unless the difference is within two per cent, up to a maximum of $2,000.

The active balefill cell at the Kemptown facility, which is about nine year’s old, is nearing capacity and is expected to be completely full by the end of this summer.
