Accessibility to health centre for those who need to get there key issue

TRURO – A number of potential solutions have been identified to deal with traffic and parking issues that arose during a jammed-packed hockey game at the new Rath Eastlink Community Centre (RECC) last weekend.

“The fact that a few patients, providers and visitors had challenges getting to the health centre as a result of traffic is a definite concern,” said Peter MacKinnon, CEO of the Colchester East Hants Health Centre (CEHHA), in a news release issued Friday afternoon.

“For us this was about connecting with our partners to ensure that the health centre is always accessible to those who need to get here.”

MacKinnon’s comments came after representatives from the authority, the RECC, Truro Police Service and the Town of Truro met this week to try to resolve future parking issues.

Changes put into effect moving forward and for Friday’s Maritime Junior Hockey League contest between the Truro Bearcats and the Woodstock Slammers include:

* Reducing traffic turning onto Abenaki Road via the McClure’s Mills Intersection

- The doors at the RECC will open earlier for large events to allow visitors to arrive over an extended period. For the Bearcats Friday game, the doors were to be open during regular business hours from 8 a.m. to 8 p.m.

* Enhanced traffic control

- Fans leaving the RECC from the upper parking lot will only be permitted to turn right on Abenaki Road, rather than having everyone using the McClure’s Mills Road intersection.

- Vehicles will be gradually allowed to exit the lot to avoid congestion on Abenaki Road and McClure’s Mills Road.

- Truro Police Service officers will also be positioned at the intersection o fMcClure’s Mills Road and Abenaki Road).

- Police officers will be positioned at the crosswalk between the RECC and health centre to direct and control pedestrian traffic, as opposed to a constant flow of pedestrians which creates safety concerns and impedes traffic.

* Enhancing public notification to ensure awareness of events and suggested routes for accessing both sites.

* Communicating options for accessing the health centre site to staff and physicians, including those on-call for emergency response.

In addition to these short-term solutions the need for on-going reviews and debriefings following RECC events was also agreed upon as opportunities to identify additional strategies and potential longer-range improvements.

 

While paid parking was not yet in place at the health centre during last week’s hockey games, paid parking did come into effect on Monday morning at a cost of $2 for the first hour of parking and $1 for each additional hour up to a maximum charge of $5 per visit.

Those who choose to park at the health centre will be required to take a ticket when entering the lot and after 8 p.m. will only be able to pay with credit cards when leaving the lot. Cash will not be accepted at these gates.

Efforts will also be made by the health authority during such events to reserve 30 to 50 spaces specifically for visitors to the health centre and to maintain parking for staff and physicians. Several security commissionaires will be on site to direct traffic and parking. No overflow parking will be allowed in the Emergency Parking lot.

    Also,Kenny G,there wont be any concerts comming to the rec center.Its in a hospital zone.Unless they get rid of the bass.....

    I have great credit,that being said,I DONT have a credit card.So what happens when I need to use the parking lot? Why cant you pay with debit,something more likely that everyone would have.I dont know what is more of a joke;the new hospital,or the rec centre.

      I imagine you would speak to a security commissionaire. It's possible they could arrange for an alternate method of payment. The machines located inside the hospital allow for cash, debit & credit. For security reasons they don't accept cash at the gate, but I'm not sure why debit isn't.

    I have to say to everyone complaining about having to pay with credit cards after hours at the hospital, A. park at the recc centre, b. its hospital parking, anyone that goes there has to pay, get over it! if u park in halifax hospitals after hours u have to pay via credit card as well....if u dont want to pay dont park there....truro has to be the worst at planning the simplest of things!! i mean really, why would u allow a civic centre with little parking build in front of a hospital and not expect problems!?!? im sure a grade 1 student could have guessed there wouldve been problems, oh its ok truro right, let the tax payers pay more why not...and while we are at it, line the new hospitals pockets with more money, they dont care either is there is no parking and no access to the hospital...me personally i hope to gawd noone needs to get the hospital in a hurry during busy nites at the recc, cos someone is going to die before an ambulance can get thru the traffic, its disgusting! great idea to build a new hospital and recc centre but piss poor planning on allowing them right beside each other! its a disaster waiting to happen!!!! but as usual the higher ups dont give a crap and we all take it, we complain but do nothing....i for one will never step foot into the recc....i new from the get go it was in the worst area and as good as it maybe for the community its soooo not in the right spot! another waste....u know what, get the ppl that donated so much money to have their names on it to pay for a multi story parking lot, better yet do off site parking so ppl can get to the hospital without any problems!!

    The people who spearheaded this whole fiasco should be put on the hook with their own money for all the parking problems... amongst other things. They should have hired the people who built the beautiful New Glasgow centre... they did it right, under budget and completed early. Now we have an ugly building on a poorly chosen site(should have been up on Power Centre) and more and more money will need to be poured into this with the extra parking costs involved for every event... policing is not free!

    That's Political Common Sense for you, just one glance at the site and it should tell you not enough parking, guess it was more important to get your names on the building EH! Oh look at me I'm a politician look what I did I built A Civic Center with no parking let's have a ribbon cutting party.

    Lets get this part right. those that attend the event need to cover the costs of the event that means they collectively need to pay, either support the team (Bearcats) or concerts (musicians) but also the costs of the event organizers (clean-up etc and also need to offset the day of event costs -which includes police, security, parking etc). Elsewhere, the fixed costs are rolled into the event ticket price. Simple mathematics is if you need 3 traffic cops for a 6000 attendance event and 2500 parking spaces you spread the estimated costs across the number of estimated tickets sold (surcharge of 3 or 4 dollars per ticket). The organisers of the event then remit the fee charged to the town for either addition policing and/or parking. If you need shuttle services for really big events - the event organisers include these costs ahead of time. LETS try to apportion the real costs of these events to those that benefit from the events rather than have Truro ratepayers subsidize everyone (from almost anywhere) who wish to support or be an event patron. A little pre-planning and experience with hosting these planned special events will allow for event organizers to properly estimate and pay for the full costs of hosting these events. IS this too much to ask of the groups wishing to make use of these exceptional community facilities we have placed into their control???? Again this is not Rocket science is it?

    Last night, March 8, 2013, was my second visit to the RECC and again the parking was a joke!!! They park you in the hospital parking lot and tell you that you have to pay to get out...when you leave after the hockey game, your told that you have to pay inside the hospital if you are paying cash...which I was. So then I get security to let me in the hospital to pay for parking, go back to my vehicle, get in a line up to get out of the hospital parking lot, FINALLY get to the gate to leave the parking lot, validate my parking ticket and then find out I owe another $0.50 because it took so long to get out of the parking lot and all I have is cash!!!!!!! LETS GO BACK TO THE STADIUM WHERE THERE WAS PLENTY OF FREE PARKING & RINK FRIES!!!!!!!!!!!!!!!!!!!! The planning commitee for the RECC should be proud of the mess they made of this parking situation!!!!!!

    Could they also use the old hospital site for overflow parking, and the RECC centre people hire shuttle busses. These busses would have preffered exiting to McClure's Road, to speed them up and reduce traffic on the road. If RECC centre is having an event with lots of people, they are obviously making extra money that night, which can pay for a shuttle bus...and the old hospital site could find a partially new use.as overflow parking.

    I am gobsmacked these issues were not even considered during planning of a multimillion dollar center. Traffic flow and parking? That is kindergarten stuff and the shortsightedness of the planners makes me want to stomp on my taxpayer hat. And now we are forced to remove Truro Police officers from the line of duty to ensure there are no hit and runs, parking lot infractions, or intersection road rage incidents. IMHO, this is a mammoth waste of time and taxpayer dollars - competing for the same events as neighbours on all sides, while the fiscal responsibilities of life continue their breakneck pace skyward. Well done. Insert slow clap here.

    Not everyone has a credit card to pay for parking. Some people have to rely on cash or debit cards - why not have a facility in place for this type of payment? We're supposed to be moving forward not backward.

    Wow - you have got to be kidding!! How are they going to tell if you're from the RECC or in the hospital??? Not that I would park in the hospital area when attending the RECC BUT I don't carry my credit card with me when I go to the hospital... or hockey games for that matter. Stupid, stupid, stupid. I hope I don't need to go to the hospital at night then!!

    This is too funny, guess only the rich can use the hospital parking lot now...now they are descriminating by ability / method to pay......another reminder not to vote Progressive Conservative in the next election, the party responsible for this mess of a hospital and rink. The PC's poor planning skills and ego self promotion election vote buying has doomed this facility from the start. What a mess. Just like NS Power another Tory exuberance mistake. See lots of extra police costs will be required here. Expect an increase in crime elsewhere in town at the same time. No one has said how much money the downtown restaurants and businesses made after the recent big games. None I would suspect. So much for driving their economy. Boy this is a facility that keeps costing more money, just like the F35 jet program. Time to sell while the gettings good. Well, at least everyone will know who's got a visa card around town....they are parked at the hospital.

      they arent discrimnating the method of payment for recc parkers, the front doors are locked at 8pm at the hospital there fore if u park at the hospital and u leave the recc centre after the hospital locks its front doors u have to pay via visa or mc, and that includes ppl who are going into the hospital after hours as well....i dont think paying a max of $5 for parking as just being for the rich but the out door paying when u leave has to be credit...its like that everywhere....hell if u could put cash in there, our lovely crimminals would be having a hay day breaking into it...

    #1 - Why do the town and Truro Police Service not represent as the same organization. Last I heard, Truro taxpayers pay for both the politicians and police. #2 - When this elephant was designed, did no one think of parking? Something tells me there is a parking study performed by ... you guessed it ... the Truro Police Service. #3 - Who has the study now, what did it cost and what does it say. #4 - What is the cost estimate to have event staff at the RECC start 12 hours before an event and what do we expect to pay for police to do traffic control? This, obviously, is part of the ongoing operational costs which every taxpayer in Colchester and Truro will be paying for the rest of their lives.

      Hey Colchester Sun, The traffic impact study report is actually online - http://www.ignitethespirit.ca/wp-content/uploads/2009/09/Traffic-Study-FinalReport-04-10.pdf. The Truro Police Service DID NOT conduct the study, but two companies - Terrain Group Inc and Atlantic Road and Traffic Management. Check it out.

    Couldn't anyone one of those geniuses involved in planning & construction have foreseen this? Now the town police have to be there directing traffic when there may be an outright emergency they need to attend.Utterly ridiculous!. More entance/exits needed
